The chlorine in a pool is hard on your skin, and what you are talking about is a mild chemical burn. Shower if you are done swimming for the day. If not, just rinse yourself really well with lots of fresh water (most outdoor pools have an outdoor shower area for people to rinse in before going in or after coming out of the pool). Afterwards, apply a good body lotion all over, and apply moisturizer to your face. Go with something really gentle that doesn't have a lot of fragrance or added stuff in it so it doesn't irritate your burn. Also, because you have a chemical burn, be sure to use sunscreen. You don't want to make the burn worse with sun exposure. (Actually, you should use sunscreen anyway--too much sun is bad for your skin whether you have irritation from chlorine or not.)

Use plenty of waterproof sunscreen, preferably SPF 30 or higher. And make sure you rinse off afterwards to get chlorine/salt off your skin. They can dry skin and hair. If staying outside, re-apply sunscreen. If not, use a good moisturizer like Cetaphil or if you have oily skin Neutrogena OilFree. Also use a good body moisturizer. I like Neutrogena Body Formula.

Shower to get the chlorine out, then put on lotion. Oh yes, and use conditioner on your hair, or it gets really dry too.

You need to wash your face to remove the chlorine and then moisturize.
