FIFA, at their recent conference, told referees they will be on the carpet if they fail to clean up the game at the World Cup.
This happens every 4 years - expect the refs to go ape in the early rounds, then ease up once again as the tournament progresses.

As lonfg as FIFA leaves the final decision to the on-field re., the refs will ultimately do as they please. Soccer (correct name" Association Football) is about the only professional sport that relies EXCLUSIVELY on on-field personnel, with zero technology (unless you count radio communication between on-field officials, which FIFA has experimeted with of late, but will not be used in Germany.

You've been warned, and so have the players!

Offside rule will be different.
Before: if the offense and defense were in line at the time of initial pass, offside was called.
Now: if they are even, it won't be called.
Therefore, You can expect more goals in this tounament than previous ones.

more red cards for players that make rash tackles and ruin fluent play on players like ronaldinho, crist ronaldo, kaka, rooney etc.
