Good organisation skills and working skills are something we learn from actully doing the job. There are so many different skills to master once you reach that age that it would be impossible to teach them all at school.
School teaches us the basics of how to read and write etc, but it is not responsible for each and every career a child chooses to take. School will teach us how to write clear enough to fill out an application form etc, it may even help us in what to do at an interview but that is as far as it should go.
The best place to learn organisation and work skills is actually in after school activities. I used to run a Scout troop and we taught this every week with the children. They learned to work as a team, were able to sort out their own camping equipment and they were disciplined with themselves.

As far as discipline is concerned, as I wrote in another posting for you, the government has taken away this activity in schools. Teachers are unable to discipline students anymore. This takes away any authority they had and also any respect students may have had for them.

Some kids, somewhere are taught that. In US schools, especially in poorer neighborhoods, there is too much pressure to improve math and reading scores. Actually schools do make an effort to teach those skills and encourage students to track their own progress and become self-directed learners. Once that happens, education is so much easier. Trying to teach students that don't want to learn what you're trying to teach them is like pushing a rope.

If my 3rd grader wrote a sentence like you just did, I would be pretty pissed off. She has better grammar and spelling, without the use of spell checker, than you do.
