I wonder if your Q is prompted by a particular situation, or is this in general? If it's the first one, then the only way is to lay the cards out on the table, and find out! If it's the second one then only experience will lead to being able to qualify a person's intentions in the long run; and sometimes a person's intentions can change depending on circumstances.
Hope my answer helped in some way.

Whenever they tell you something, ask them about what they said at a later date and if they tell you the same thing without hesitation then they're telling the truth but if they can't "remember" or say something completely different then you know they were lieing.

If someone cannot look you in the eye when speaking to you, chances are they are lying. Also, watch for body expressions, fidgeting and things like that. If they loose their temper fast when asked something.....they are not telling the truth.

Generally, people look up and to thier left when they are trying to remember something (like thinking of the truth to say). Wheras, people look up and to thier right when they are being creative, like trying to make up a lie.

only time will tell and also back track their history......have they always said the truth.....if so then no reason to doubt but if they seem to lie or say the halfway truth then maybe you might want to be on guard

When they talk to you they look you right in the eyes. If they are not truthful they usually look down or look away.

This is what my bf did to me, he asked me a question and when he got the answer, he would ask me the same question again 2 weeks later to see if the answer is the same, and he continues to do that.

When they talk with confidents, when they treat you like your best buds. When they, focus on you and not what's around them. Listen to your heart with practical Open - Minded, knowledge!!
P.S. These people here; know what there doing.
Good Luck
