probability is the number of "desired outcomes" (results that answer the question) divided by the total number of possible outcomes

A red or a blue is what you're looking for, so the number of desired outcomes is 2 (no of red) + 5 (no of blue) = 7. Any of those 7 chips gives you what you want.

Total outcomes is just the total number of chips--any one of them could be drawn. 2 + 5 + 9 = 16.

So the answer is 7/16, c
