The windows 2000 starts to load then reboots. Starts to load then reboots. I cannot reformat in the dell because the computer will not load from the CD drive. Tried changing bios and everything. Any suggestions on why it is doing this?

Other hard drive was bad, thats why I switched. Dell XPS D266.....

you need to set the Windows 2000 drive as the primary boot drive. all of this can be found by:
left click on My Computer > Context menu 'Properties' > Tab 'Advanced' > Button 'Startup and Recovery'
New window: ensure that Windows 2000 Professional is the default
OK > Tab 'Advanced' > Button 'Apply' > Button 'OK'

That should solve your problem, if it doesn't, then it is either something in the OS' registry that needs repair or the drive's physical settings needs to be changed to where the new drive's jumper is reset from MASTER to SLAVE and the current MASTER needs to be set as such.
