Disconnect [unscrew] the shower head with wrench. Turn on the water. Does it have sufficient pressure? If it does, there is a restriction in the head. If it doesn't, you require a plumber. How old is the plumbing? Is there sufficient pressure in the rest of the house? Is the shower furthest from the main? These are other scenario which may be the culprit,

I agree, you can try changing the shower head if it is older. You can clean the shower head you have by soaking it in CLR, just follow the directions. It is found at most do-it-yourself home supply stores.
Many newer shower heads have a supply minimizer that helps cut down on water use, but it also cuts down on pressure. If you remove it, it can make a big difference.
If your home is newer, you probably have a pressure regulator. You can change the pressure overall, but by changing the pressure, you risk rupturing a pipe.

What type of shower??? If its the 'Instantaneous' type of electric shower, maybe the heater is sludged up with gunge...get a new shower! But, if its a direct from the Hot/Cold tank shower, there are shower pumps on the market . But, the cynical, cost effective idea (its summertime now) try 1/4 inch all over on your hair...!!!!

A lot of shower heads have a flow restrictor in them, you have to uncrew the head from the pipe to see if there is one inside, a lot of times you can take them out and screw the head back on and presto more water.

Try a water save5r head IT has a button that u push one way for normal flow & the other way for pressure flow . THe flow or amount of water remains the same. the price here is between $5 &7.50 each. the price isworth it in savings inwater bills.

new shower heads, as of 1998, r only allowed to let 3 gpm to flow. most the time u have to drill out the back of the head to allow more water flow.
