My health teacher use to tell me that oral sex should not happen. But people say that it is good.

There is nothing wrong with oral sex, as long as both parties have could oral and vaginal hygiene.
Oral sex is safer than penetrative sex - less risk of disease and infection from STD's (although there is still some risk), it is very pleasurable and carries no risk with regard to pregnancy.
If the girl is a virgin it allows her to stay a virgin but still to experience the pleasure of sex.
So all in all i would say that it is not only good but fantastic

If it's bad, that just means they're doing it wrong and need to practice their technique more.
