They, Puerto Rico, have their own constitution, laws and their own supreme court. Due to their political association with the US as a self governing commonwealth some US federal laws apply.

Ok huey is wrong they are American citizens with social security and all of that. They don't vote for President because they are not a state, but can travel back and forth to the centennial us with out any visas. If they move permanently to a state they can vote for president and have all the rights that other citizens do the moment they arrive. Now to answer your question yes it is like going to another state their laws are a little different but they still follow the American constitution

Yes, but not all Constitutional Rights apply to them because they aren't citizens of a U.S. state. But on the upside, they don't pay any federal taxes :P.
