You can likely get it registered, but there is no guarantee. Assuming the bike has the appropriate registration, DOT equipment (mirrors, signals, etc...), and passes vehicle inspection you should be able to get it done. Your best bet is to contact offroad-only.com. They specifically register bikes for your situation (4 stroke dirt to on-road street in california).

Like Guardrail says, 20/50 four stroke motorcycle oil is your best bet. Also, when you're checking the oil level, be sure to stand the bike upright. If it's leaning on the kickstand, it will read high (too little oil). Don't forget to clean and oil the air filter while you're at it. And as mentioned by someone else here - change the oil frequently, dirt bikes should go a maximum of 40 hrs between oil changes and air filter cleaning. Much more often if the conditions are dusty, or in tough riding conditions.

Yes you can. All that California cares about is getting their registration fee. As long as you are registered, have the proper signaling equipment, lights, and mirrors you are good to go. Also, you must possess a motorcycle endorsement on your license.

Check out the Cali DMV website to be sure:
http://www.dmv.ca.gov/vr/ohvdualreg.htm
Seems you have to have an emissions sticker from the maker certifying that the bike will meet standards before you can register it for the road.

no, its not street legal. knobby tires, no turn signals, no license plate holder. you would have to get the XL model. XR is off road. XL is dual sport.

I wouldn't count on what Jeff said as being true. If you're willing to spend the money to meet the requirements, Yes, it most likely can be done.
Check out http://www.amadirectlink.com/legisltn/laws.asp for motorcycle laws for your state.

No. It still won't be street legal. I had one. You used to be able to do this in a few states, but no more.
