You gotta tell people where you are from when you ask questions about the code. They are different all over the country. The best answer that covers the most places is the model codes and they say residential can be 8" max. However, different areas can change that to their specifications. California has a limit of 7 1/2".

Most of my stair work is with Stringers at 8" rise and at least 1 inch tread overhang. Too much tread over will cause tripping.
If you're doing this yourself code requirements are as easy to get as any answer here, though you may not ever be strictly in violation.

According to my book, the ideal stair is 7.5" rise and 10" tread. The rise and tread should total 17 to 18. The other rule say twice the rise plus the tread should total 25.

i just build stairs last weekend and max. rise is 81/2 and the min tread is 9 1/4 and one more thing that might help is the max overhang on the toe of your step is one inch.hope this helps.

I am not that experienced with stairs, however there is a majic number of sorts, I think 18. this is the sum of your rise and your run. The longer your rise, the shorter your run. Double check this number.
