In the 1990's Jubilee was one of the best X-men rookies because she dressed like Robin. As one of the best X-men then it would definitely go to either Wolverine, Nightcrawler or Storm.

She isn't the best X-23 is, but I like jubilee a lot. Mainly because everyone thinks she is weak, but the best example of her power is when (during the 90's) X-Force had Sabertooth locked up and he broke free and killed Psylocke. Jubilee found her and then annihilated Sabertooth.

I may be remembering wrong, but I believe it is Bishop the mutant time traveler from the future, who says Jubilee does end up being the most powerful mutant.

I'm told that it is written somewhere that Jubilee is the most powerful XMen. It's true that she just shoots off fireworks but that later on she discovers that those sparks are only like 1% of her total power.

Jubilee is a character who never met her potential
She was brought in and everyone said "When she grows up, she'll be one of the most powerful people on earth!!!"
Never went anywhere.
She was spunky, annoying, if she were created in the here and now, she'd be a punk/raver. So much could be done with the character.
