Certainly! College degrees are handed out today like candy at Halloween. Colleges and universities lose funding if students fail, so they have a powerful financial interest in seeing to it that even the most ignorant, illiterate moron gets a degree.
Now,...your question should read; "If someone says they have a college degree, but still talks like a barrio rat, would you believe they "Actually Earned" that degree"?

I have a degree in mechanical engineering from a pretty good school, and I smoke crack every day. I guess it would be possible to talk a little funny and have a college degree at the same time. The person probably "knows" how to speak professionally, if required, but may feel more comfortable speaking in their native language.

man just because you get a piece of paper doesn't mean you know anything, you only have an opinion when someone puts you in charge and still that doesn't mean they know anything, but I still say get the piece of paper, it will fool someone
