In the U.K. you have rights, enshrined in law, associated with your working conditions, such as those described in the Shop Act. This means that there are temperatures above and below which nobody working in a shop should work. As for trains, you would be best advised asking your local trade union representative. Many unions now have websites.

No. Current legislation stated that workers in the workplace (excluding the outsides like building sites, farms etc) should reach 16 Degrees Centigrade within one hour and 18 Degrees Centigrade within two hours of the start of work. There is no current maximum level of permissible temperature.

Unfortunatly in the UK there is no maximum, only a minimum, but if you feel it's unreasonable you have grounds for a complaint. Speak to your bosses and contact your union. I don't believe your human rights are being violated though.

But the chemicals in air con, and the power consumed cause climate change through CO2 emmisions and greenhouse effects, leading to even higher temperatures!

Only if health problems occur or you get a heat stroke is when your rights are in danger. You have to report your company/work place to get something done though.
