There could be a couple reasons. As the person before said, it definitely needs to be a male. If it's too old it may not be fertile.

But most likely I'd guess a third reason, too many tail feathers on the male and female. Pull some tail feathers around the area where they breed. That will allow the birds to mate better. Many bird breeders and chicken breeders will do this.

Also, the feed you feed could also be affecting the fertility of the birds. Make sure you use a good feed.

It could also be that your male pheasant is too young. Females can start laying at around one year old, although males can't sucessfully breed until they are about three years of age.

Poor diet can also effect this. Using suppliments can increase your birds fertility rate.
