No. They're just having a bit of fun.
If they were retards they'd be hanging out on street corners, using and peddling drugs, breaking into houses, vandalising cars, intimidating old people, happy slapping, and coming out with language that would make a sailor blush.
These kids are just enjoying themselves with a little bit of technology and it's harming no one.
