You can say it either way.
the "4th of July" was declared in the year 1776. It is very possible that people stated the day and then the month. The lack of grammar and proper English is quickly desolving in the US as slang is dramatically increasing.

The Fourth of July is a special case. But, it's not that we NEVER say the first of July. And it doesn't sound really wrong when someone says that, it's just easier to say "July First" and leave the "the" out entirely.

You'll rarely hear the first option for example it's usually put as december 25th not the 25th of december. Holidays are different, they can be either way. It is really up to the one speaking. Both are acceptable I believe. Also I wouldn't add the "the" in july the 1st, just make it July 1st.

In conversation, it would be July First. in the matter of the 4th of July, it signifies a special day, that of our independence.
In writing, it would be July 1,2006.
Or
1 July 2006 in military writings
I still use the military method.

If someone asks you the date you would say July 4th...if someone asks you when this thing happened you would say it happened on the 4th of July.

4th of July is our National Day. It is special. If we are talking about a normal day we say either "The first of June" or "June first". 60% of the time we'll say the short one; "I'll see you Saturday, June 17th".
