building code in nc is 30 inches. anything higher than 30" requires a handrail......ck ur local codes

National building code states 30". Common sense states anything over 12".
Check with your town/city building inspector for actual legal requirements for your town. Town's requirements may be more stringent than national code.

you don't have to be close to the ground to use a rail, lift that bad boy up as high as you want and you can still use a rail.
