At level 20, if its attack is higher than its defense, it will be Hitmonlee. If defense is higher, Hitmonchan. If equal, Hitmontop. Use the stat boosters (like Protein I guess?) to make sure you get the one you want.

If you want your Tyrogue to be a Hitmonlee, its attack has to be higher than its defense when you move it up to level 20. Now if you want Hitmonchan, its defense has to be higher than its attack. And of course if you want a Hittmontop, its attack and defense have to be the same. Good luck on training your Tyrogue!

it depends on it's current stats but wich stats i forgot. you might wanna consult a game booklet.
