if that didnt work ,he would just let his **** hang out.
but seriously ,imagine how bizarre he would look with the tights alone, just like an acrobat.He must define his manhood with something ya know.

Because in his haste to get dressed in his superhero costume, (note the 5 seconds it takes for him to get dressed) he forgot to don his briefs and decided to just put them on top of everything else rather than not wear them at all. Everyone loved his look, and that has been a part of his famous costume ever since.
