Actually no. They are the most laid back animals. Just like bunnies hate to reproduce. They just have alot of kids at once. They don't sit around having sex all the time.

Depends how well coached and motivated they are. That's why most beaver-dams employ teams of cheer-voles, to wave little raffia pompoms and encourage the team efforts.
Beavers, Beavers, bite and swim,
Big Buck Rogers, we love him,
Get those logs and damn that stream,
Ready vole-girls, chear and scream!
OK, so the cheers more usually suck than succeed, and occasionally the Beavers turn on the voles in a rare but not-unprecedented slide into aggressive carnivorousness. But hey, that sure seems to get those Beavers motivated...

I think the phrase is derived from loose women who are anxious to have sex with anything that moves.
As for actual beavers, I think they are more moody than eager.

It depends on how they're feeling and what else is going on, they kind of perform for the camera, once the people and cameras have gone, they chill out in front of their little TVs with a can of larger.
