Most little turtles you see for sale are Red Eared Sliders (RES), which is the most common turtle in the pet trade. They are bred by the 10s of millions and shipped all over the world. The start out at 1.5" and grow up to 12" or more. It's not a good pet and they grow fast. Many die due to poor husbandry, but they can live up to 40 years or more.
It's become a serious problem in the US and the world b/c people buy these cute little quarter-sized RES and keep them in a death bowl. But after a few months, they realise it's a ot of work. You need a big tank with a filter. Most people dump them into local ponds and river systems. Reptile rescues around the US are cluttered with them. It's really sad. RES and igaunas are major problems in the reptile industry. They start out small anf grow to be huge.
I do not recommend getting a RES, but if you are interested in a turtle, you can adopt a large mature RES, but most people want the small cute ones.
I sugges you look into small turtles that stay under 5" when full grown: southern painted, spotted turtle, mud or musk turtles.

A red eared slider or a painted turtle? Dont forget they do get bigger and they need a very big tank. I have 2 painted turtles and they are both almost a foot long.

they are illegal because they carry the disease Salmonella...the same illness you can get from eating raw eggs or fish. They are delicate and not meant to be pets. I would get something a little less controversial such as a frog.

Yeah they are that small because they are babies. They will get bigger. Alot bigger. If you know they are illegal why are you asking where to buy one?
