That depends on what they are buying. They can't buy alcohol or cigarettes. They can't buy anything where they have to sign a contract first because they can't legally enter into a contract. They could buy a vehicle if they did not drive and there was no contract involved.

I don't know why everyone discriminates against miners: no sex with miners, miners can't buy alcohol, cigarettes, cannot buy pornos, can't vote, etc., you think that someone would cut these guys a break: working in one of the most dangerous professions a couple of miles down in the earth in some of the worst conditions...
