Are you using windows xp? If so, you can setup different account for yourself and your children. You can give yourself administrative right and create limited account for your children. By doing so only you will be able to download. Also, if you are using AOL, you can setup the parental control.
To setup different account if you are using windows xp:
1. Click on START and then CONTROL PANEL.
2. Click on USER ACCOUNTS.
3. Click on CREATE NEW ACCOUNT
From there you can create new account for your kids with limited access.

There is no way to basically prevent a child from not downloading something. However, there is a way to restrict users on a computer from installing new application. To do that, assuming you are running windows XP, create a new user account with restricted access. Once you have created this new account, simply change your password on your account and only give the child access to the newly created restricted account. Good Luck!

i dont think there is a way to set up a password for downloads and in the same time to use the internet, coz while using internet you are downloading the html files and other files that are on the web.. so the best is to monitor them, and the way they use the internet, there are softwares for this.. try searching for it on http://search.joodie.com or go to http://dir.joodie.com you will find it in softwares..

i dont know about a password but in explorer u can go to
Tools->Internet Options->At the Security tag
Internet->Custom Level-> disable file downloads

I think you need a software that controls all the computer and that software has a password.
