I think everyones answers are possibilites, but there is a simpler more probable answer. You are in too high of a gear for the grade of the hill. If your car is an automatic, try taking the car out of overdrive. If it is a really steep hill and your speed/desired speed is under 35mph, you can even put it in 2. Obviously if you have a manual transmission, downshift until you have sufficient power to make the climb.
Mechanically, the most likely answer is that you have a clogged catalytic converter.

No guts. By today's standards, it's an old car, but you should check to make sure that the gas line is clear, and have at least yearly maintenance done. Have you seen the new Honda Civics? I just rode in one, and they're a dream.

If its a ex, most definitly has 100 HP, my almost new 43K miles dodge neon w/ 125 horsepower cant even get up a hill. Its the 4 banger engine, dont worry about that. A few things you can do, u can turn off A/C and you can probubly get up there. You should turn off all the thigns that could rob the engine of power.

start by checking the air filter. Change the spark plugs used the ones recommended by Honda. If it doesn't improve change the wires and the distributor cap and rotor. One possibility is too have some exhaust or intake leaks. A plug catalytic converter is a big possibility.

I am thinking that the giving more gas and the loss of power are the keys to unlocking this mystery.
Check for a clogged fuel filter.
Check for a clogged catalytic converter
If you have more than 60K check the timing belt.

Could be water in the gas. Could be bad fuel filter. Could be a bad timing belt. Check in that order.

When did you have your last tuneup? Maybe your air filter's clogged.
