The person is like a second mom to me and I love her so much should I tell her in words or write it down, or what??

I think it's okay to let someone know that they have affected your life in a very positive way - including saying 'I love you'. But I worry that you are saying it to elicit a reciprocation of feeling. If you are truly being sincere about loving this person, then you should just say it and not be too concerned if they say it back to you. It's better to tell people things face to face, but if you are terrified of that interaction, it would be okay to say it in a nice card as well. But make sure that you are being yourself and completely honest, and I'm sure your sincerity will shine through.

Say it in the way that's easiest for you. For me, writing it down would be best, but if you're good at expressing yourself verbally then just do that. You should definitely take a chance, though. If your feelings weren't reciprocated, then you may regret letting them out in the short term, but if you don't get your feeling out when you're really wanting to, then that's something you'll likely regret forever. How long have you known her? I'd write her a letter so it doesn't come out like you're telling her you're IN love with her. That way she gets the whole picture and you can write it over and over until it comes out like you want.

You should take the chance, if you are already close then it's not a surprise that there are feelings there. If you don't tell her then you'll regret it, besides she'd probably be happy to hear it.

Life is short, if you don't find an opportunity to tell her you may never get the chance. It doesn't matter how you tell her, just tell her.

take the chance tell her in words or send her a card for sure she'll appreciate it. if she doen't respond the way you want her to at least you tried. you'll never know unless you do it

Just tell her that she means the world to you and that you are so happy that she is in your life, and leave it at that for now, when the time is right, you will know it.
