It could be because there's not enough oxygen in the water. The more I read about goldfish, the more convinced I am they just don't belong in tanks.

They need about 50 gallons of highly filtered water each. If you don't have that, they're suffering.

Are they breathing heavy? When you feed them do they swim around and go after the food like normal? Whats the temp and water params? There are a lot of reasons why they are doing that and without knowing any of the answers its really just a guess.
