not sure if he is a "great" leader...but one guy that gets lost in the history books, and certainly made an impact on south america (though he is from the US), and was considered very charismatic was William Walker. very fascinating person, who sold out everything he believed in, which at the time his views were very advanced on issues. i think he would be great to do a paper on. he is complex, was well educated, his actions rather insanely confusing compared to his beliefs...and not many people have heard of him, so you will have someone original.
but any person that managed to talk 30 people into marching in to try to take over mexico must have had some great leadership qualities.
a few of his basic beliefs were:
1. equal rights for all regardless of color (later he would introduce slavery to south america)
2. equal rights for women (later he would set up a system where women could not own property or vote)
3. hygiene - always believed in staying clean
4. democracy - he almost considered democracy to come from god
5. the US - he was quite the patriot.

Please don't do your paper on Al Gore. He's taken credit for everything from discovering the Internet to finding the answer to global warming. Consider Ronald Reagan, if you must choose a recent president/politician. He has fans on both sides of the political spectrum, but there was enough controversy over "Reaganomics" to make your paper interesting. Also, consider some great military leaders (Colin Powell or Norman Schwarzkopf) or some famous corporate leaders, such as Jack Welch and Larry Bossidy.

Harry Truman. He unexpectedly became president when Roosevelt died. He was the person who made the decision to drop the atomic bombs because there would have been too much loss of human life if the allies had to fight island by island to take Japan. It gave Japan a face saving reason to surrender. He also set up the Marshall Plan to give aid to Europe which prevented most of Europe from becoming communist countries. He recognized the state of Israel even though the US Dept of State advised him against it. He integrated the armed forces which were racially segregated prior to him taking office. He was willing to take unpopular stands and do what he felt was right. On his desk he had a sign that said "The Buck Stops Here."

Absolutely not Al Gore. If you have to pick someone from this era, go with our President George W. Bush. I know he is not exactally the most popular, but regardless he is our President and we should respect him. If you prefer someone from the past, go with Moses from the bible. He had to be the greatest leader of all time.

Well, if you are just supposed to be looking at leadership qualities, I would pick someone like Hitler or Stalin. They was an amazing leader. They was crazy, but you have to admit they had great leadership skills and really knew how to work the public
