I live in a very small community and I am in compliance with the city codes, but this one neighbor calls the city on me for every little thing.They have told my neighbor that I am doing nothing wrong, but he still calls and they have to check it out. What can I do to get this person off my back once and for all? He also calls on others in my neighborhood . He also takes pics of our property and emails them to the city athorities.We call him The Gistapo.

Next time the cops come out, tell them you want to file a complaint for harrassment. The cops will have files of all these past reports available for you to show a judge in court. And seriously follow through! If the police don't allow you to file a harrassment complaint, take it to the County D.A.s office. They will supercede the police dept. and set a hearing date for you.
I had to go to the D.A.s office to file harrassment charges on my ex-wife because the police dept wouldn't let me, so I know this can be done.

Harassment is a lame, rarely successful civil cause of action which requires you to sue him in court, and it really has to have risen to the level of "intentional infliction of severe emotional distress". You might do better having him charged with filing a false complaint, a criminal matter. I'll bet that would get his attention.

Fight fire with fire. You all should team up and call the authorities on him for menial things and of course harassment.
