The numbering system you are used to seeing is Arabic in its origin. The Mediterranean being a hotbed of commerce, someone in the neighborhood was bound to formulate a numbering system everyone could agree on.
But to answer your question numbers come from the imagination of man. The ancient Greeks went as far as to declare math to be the only true reality. As your five senses could be fooled, personal perceptions were not be trusted. That said the Greeks set about measuring and quantising everythiing. A practice we are still pursuing.

It was due to merchants that we needed numbers. Any commerce depends on numbers how do you know how many pigs or potatoes you can sell and how much you will make selling them without numbers. Even in the barter system, which bypasses money, you need numbers. Three chickens for one plow or one cow for four sheep.
After merchants came builders, architects, mathematicians , and scientists. The more accurate we need something to be , the more numbers were needed to express it.
