I've tried the secretary of state website and it is useless.

Rosenose is correct, but a little vague. Following is a link to information from the California Secretary of State that has all the informaiton you need:

Try calling your local government, like the Town Hall or the Village Clerk's office, they should have the necessary forms that will need to be filled out, along with instructions for how you must acquire he signatures for your petition.

Bear in mind, it is not a question they normally get, and therefor I had to wait about 3 weeks for mine to arrive.

Go to the county records and elections office in your county. You can get printed information and maybe information online.
