The approval rating is taken by a random sample of people. I don't think you can just volunteer.

Have a listed residential landline and be one of the usually 1,000 people that are randomly called for a poll.

i think it is random as well, knid of. you have to be registered to vote, registered to a party, and be somewhat politically active
those polls dont really consider the opinons of people who dont vote or arnt active enough
