By bearing witness to the atrocities of the state sponsored genocide during WWII by the Nazis....via the Holocaust Museum in Wash. DC, the death camps at Aushwitz-Berkinau, and any other reminders of man's inhumanity to humanity. But alas, we are always subject to repeating history.

If say you forced people to live in small groups far away from each other they may lose this propensity, so the short answer is no.
