It means that every person has certain things that make them angry. And when people do those things on purpose, specifically to make a person angry, then they are pushing that persons buttons.

Pushing his or hers buttons means that you are saying or doing something to make the person really really mad .... You have made them very angry by what you said or did and you keep doing it to them over and over untill they get really mad at you and start yelling and screaming or telling you off

It means... Finding out what MOTIVATES a person and doing it.

Ususally NEGATIVELY...

for example if you know FRIZZING a persons hair annoys them... then playing with their hair PUSHES THEIR BUTTONS.

Also, In sex... if you know what to do to really turn her on, she might say... You're pushing ALL my buttons.
