Outlook Express will work with any free online e-mail server. As for where to get an address, you could simply make a new hotmail account that works, or you could use http://www.mail.com , http://www.gmail.google.com , Yahoo! Mail, or any of the many options availiable if you search for them on the Internet. This is a great link that lists all free pop3 e-mail websites: http://www.freemailguide.com/free_pop3_email.html. They are all free.
However, if your desire is to run an e-mail account through a program that isn't in your web browser, I would recommend Mozilla Thunderbird instead of Outlook Express. It runs virtually the same as Outlook Express, so you won't have to learn a whole new program, and it had better junk mail filters, advanced security, and automatic updates! You can download it at http://www.mozilla.com/thunderbird/.

Ladies and gentlemen I think that many of you are forgetting the seriousness of the Benghazi incident, four (4) American lives were lost as a result of the actions or lack of actions of the 0bama regime. This in not an issue of who did or who didn't write the e-mails its about four (4) American lives.

gmail lets you use POP3 for free, but there are lots of others. Just search for "free POP3 Email"
