Not necessarily, could be the compressor side of the capacitor is bad, could be wiring issue, could be a safety has the compressor out, could be a lot of things. Get a tech to check it out.

replacing compressor is expensive. Have HVAC tech check unit.
depending on age and manufacture it could be wiring, relay, or capacitor.

If condenser unit is over 10yrs old it would be advisable to replace entire system. I did this 2yrs ago and replace condensing unit furnace and all for less than $3000.

cost of most compressors will run up to at least half the cost of replacing condensing unit it self. You end up with a new compressor in an old unit and other problems may arise.

IF THE OUTSIDE FAN (CONDENSER FAN) IS NOT RUNNING AND THE COMPRESSOR IS NOT EXTREMLY HOT. CHANCES ARE YOU HAVE A BAD CONTACTOR, BURNED WIRE, OR IMPROPER POWER CO CONDENSER. WORTH HAVING IT CHECKED. IF COMP IS BAD. SHOP AROUND FOR ESTIMATES. DONT RUSH AND BUY FROM THE SERVICEMAN. RECOMMEND REPLACING AIR HANDLER AT THE SAME TIME. YOU NEED A MATCHED SET FOR EFFICIENCY.

yes but if your unit is over 8-10 years old I would replace the whole condenser unit.
