I am not sure if it was Shrewsbury or Hereford that had an ancient law permitting the English to kill a Welshman with a longbow. Anyway, rest assured that if it happened in practice the perpetrator would get done for murder, although hopefully he would have got arrested first for possessing an offensive weapon.
Why would anybody want to kill a Welshman, with a longbow or otherwise? Although I am an Englishman, I lived in Cardiff for a number of years. I can assure you that the Welsh are very kind and friendly people. In fact, I have also lived in York, and given the choice would go to Cardiff rather than York any day. Of course, as a patriotic Englishman there are other places in England where I would prefer to live rather than anywhere in Wales.
If the English went about attacking the Welsh, where would the FA Cup final be held? Personally, I would rather the FA went on using the Millennium Stadium than go back to Wembley. Firstly, Wembley is going to be full of executive boxes. Secondly, Wembley is on the outskirts of London rather than in the middle of a city with pubs and restaurants for after the match.

If I understand the question correctly, yes, I believe the law is still on the statute books from the time of Edward the Second or Third. Wouldn't like to argue it out with a Court of Law though, the Longbow is an offensive weapon, so you could be done for affray, for carrying it in public, before you get a bead on the blighter!

You can only shoot a Welsh person with a bow and arrow inside the city walls and after midnight.
but
You may not shoot a Welsh person on Sunday with a longbow in the Cathedral Close.
So if it was about teatimish i would say no, you'll have to wait until after midnight

What you are confusing is this. A bye law of Shrewsbury (do not quote me on it, but a border town) used to have the law, that a welshman could be shoot from the walls of the said town on a sunday. This law was superceeded by the statutes of parliament over 150 years ago

It is legal, but only in Scotland on a Sunday. There are many obscure outdated laws around though. I must say too that I am a little saddened at all the anti-Welsh answers you have received. The world needs more love and understanding rather than hate and fear.

I'm a welshman working on York Parliament Street. Let me tell you Mr Sniper, that if you attempted to shoot me with an arrow then I would expect the Police would be interested in talking to you. It's one of those silly laws. Like you'll be thrown in the tower if you call the queen names. "Your majesty.... You're a sausage."

It isn't legal for an Englishman or anyone else, to kill a Welshman or anyone else, by shooting him with a longbow. I don't know what you put in your tea, but please don't drive while you are under its influence.
