Circumcision is the act of "Cutting around." When young gentlemen are born, their penises have a sort of flap of skin all around the tip. The tip can retract back into this flap, and then pop out for action. By "Cutting around" the tip, this flap is removed, which makes the difference between circumcised, and uncircumcised.

Uncircumcised men suposedly have more sensation, and can "lube up" themselves for easier intercourse more effectively, but are susceptible to bacterial infections (such as yeast) and can supposedly catch sexually transmitted diseases such as AIDS, Herpes, Syphylis, etc. more easily, but the difference is probably not very great.

Traditionally, Jews and Moslems are always circumcised. In the US, most hospitals circumcise boys as a standard practice. In Europe, it is much rarer.

Some women believe that uncircumcised penises are more fun to play with, especailly in the realm of oral sex. Others find the flap of skin to be really gross looking.

Pornography tends to feature circumcised male actors more often than uncircumcised actors.

Certain groups, mainly in Africa and the middle east practice something known as "Female Circumcision." There are several different proceedures, some involve snipping off the lips. Others cut the nerves that lead to the clit. A few are even more dramatic. Generally, the women come out of the operation with less sensitivity in that area. Sometimes Intercourse becomes painful for them. I believe the UN is trying to ban female circumcision.
