I'm looking to buy a laptop but I'm not sure if it's a better idea to buy a cheap laptop then added on things to it such as extra ram and memory or just buy a laptop that already has all that i want and need?

Most laptops are difficult (if not impossible) to add parts to because of the size of the case. Most components are build into the system board. While you can add some external devices, like a USB drive (hard, CD, or DVD) and add memory, nothing else is easily upgraded like on a desktop. And often the memory is cheaper when you buy it with the package then if you add it later. (They already made a nice profit off the laptop)

So you are probably best to buy what you want to the long haul.

laptop computers can be a rather tricky buy at times, I would suggest that you look out for the cheapest and yet latest laptops on the market, the only way to do this is on what they call warehouse sale markets some of them are also online.

these warehouse owners have a service where they sell laptop computers to normal customers like you and me, however with very reduced prices due to the fact that they do not have as much costs as normal shops do.

Generally you will be better off with loading the laptop up from the manufacture for internal components. Unlike desktop systems, laptops can be difficult to find inexpensive & compatible parts for.
