there are a couple of agencies that can help but their services is very limited if your looking for free ones...some of the search engines have people finders for free but again, those are very limited....sorry...it kind of looks like your going to have to invest if you want to get the job done right

Try Names-Database. It find your friend freely. But don't give his/her e-mail to you until you paying some money OR inviting 20 people to this site!
