if i were to buy a pay as you go phone from verizon, could i use that phone with a plan that i already have set up, but have no phone for. (I broke the old one)

You should be able to purchase any phone from Verizon to use on a Verizon plan. Buying for pay as you go sets up a pay as you go account for that phone, but buying the phone without getting it set up for pay as you go will let you activate the phone under your plan. But if you decide to get it under pay as you go you can still put it under your Verizon plan.

The only thing i see wrong would be is that if you set up the prepay service, and want to swith your phone around to be put onto ur existing account, verizon will know that, that phone is still currently active and may or may not do it. check with the customer service and see for sure.
