I would say Macromedia Dream Weaver is a definite yes! After thant if you want to do more proccessing type pages that get more in depth learning jsp's are a good thing also a couple up-and-comming web languages are php and ruby on rails, which are somewhat simple languages to use compared to jsp's and such.
But more importantly for becoming a great webdesigner, you need to have a good artistic eye. Designing is not nearly enough. Anyone can create a webpage. But making it look good is another thing. This comes with observation and experience and talent.

Learn applications which are graphic oriented such as Photoshop 7 - this will allow you to create web app templates which developers can later use. Flash - for animations etc. Learn software which is mostly used by graphic designers as you'll mostly design UI of web applications rather than write code or logic therefore learning languages like php, c#, vb.net are not such a good idea. You can learn them if you want but that will make you a web application developer as opposed to a web designer. Do learn Html as you'll need to know how to layout your designs.

Technically, it's not so much a knowledge of programs, but more a good understanding of HTML and CSS.
CSS is becoming more important in web design every day and is replacing many of the old standards of HTML code.
However, if it's programs that you're looking for to build the pages for you, I would highly recommend Dreamweaver.

Its not the programs, it is the programming itself. Start with HTML & Javascript. Then work yourself up to using php, ssi, xml and other advanced ways of coding.

i reccomend you get macromedia dreamweaver and flash. they are great programs for website designers. photoshop would be good too. also know html, mhtml, script, and things like that.
