We're all equally ditzy in our own way... blonds are just noticed more because commercialy they are worshiped and put on display more ... as the denominator of american society ... as critical as americans are when we look at things we only see the flaws.
Basically anything that is watched more ... will be exposed to more criticism.
my 2 cents

I work in education I have blond hair and i was working with a student trying to get him to understand stereotypes and i asked him what he saw in his head when i said dumb blond and he said you. Believe me hes not the first to stereotype me as dizzy and dumb in all the years i ve been blond. Then people get to know me. So yes in some circles they are perceived as dizzy!

I think it has something to do with blond hair being perceived as beautiful, and girls with blond hair know this. Therefore, they believe they are beautiful, and they act beautiful, and they act vain. So, on the surface, they look high maintenance and ditsy. My sister is a blond. But she is one of those ugly, fat blondes (don't get me wrong, I love my sister!). She worships her hair, she keeps it long, and she thinks it's beautiful and attractive. Props for her--she doesn't have a very low self-esteem because of her blond hair. She knows how to act ditsy on purpose. I don't know why blondes do that, but they do. She doesn't do that all the time and if you get to know her, you come to realize that she's not really ditsy, she's just ignorant about a lot of things and she tries to act smart most of the time. I feel kinda sorry for her now that I really think about it. . .

Yes, it is becoming almost a stereotype. I used to work for a woman who's favourite excuse was "Tell them I was having a blonde momment."
