Not really a melting pot of different races. However, white people have many different, diverse backgrounds.

Racial breakdown of Spokane:
White 89.5%
Black or African American 2.1
American Indian and Alaska Native 1.8
Asian 2.2
Native Hawaiian and Other Pacific Islander 0.2
Some other race 0.9

Actually, Topeka is much more of a melting pot of various races.

Racial breakdown of Topeka:
White 78.5%
Black or African American 11.7
American Indian and Alaska Native 1.3
Asian 1.1
Native Hawaiian and Other Pacific Islander 0.0
Some other race 4.1

Looks like you possibly made a mistake!!!

Spokane definitely is not a cultural melting pot. But if you're looking for a smaller community, then I think Spokane is good. It's the biggest city east of the mountains and has things that real cities have: theatre, arts, larger medical facilities, outdoor activities, local community events, etc... but still small town sort of feel. Having lived my younger years in eastern wa, Spokane was always the place to go. If I had to move back to eastern wa, I'd move to Spokane!!
