I'd be interested in a central american country because the cost of living is so low compared to the US and I'd love to be able to buy a place near or on the beach. I'd also consider Brazil, Spain, Ireland, England or Scotland. Brazil for the rainforest and beaches. Spain because I would love to see Europe and live in a climate I'm used to (Madrid is on the same longitude as I am) and the GB area because that is where my family originated from a long time ago.

Depends on what you mean by the definition "best". I live in the USA, but if I had a choice it would be Spain.
