Depends on your definition of accuracy. If you define it as degree of deviation from perfect, they are equally accurate, over time. The clock that loses a second will be consistently closer to the correct time for about 59 years (assuming that it is never reset). After that, it will be consistenly further away from the correct time, for about 59 years.

If you're looking for the frequency of perfect accuracy, the broken clock is more accurate. It shows the correct time twice a day, whereas the working clock only shows the correct time once every 43,200 days (about 118 years).
