1. Powder
The first step in applying eye makeup begins with a dry eyelid, using no cream or foundation that may cause creasing or uneven color. After dusting the eyelid with a neutral shade of powder, using a soft brush, the eye shadow can be applied.

2. Eye Shadow

There is a wide range of eye shadows, in powders and crèmes, to choose from that will complement your eye color. A slightly darker shade can be applied in the crease of the eyelid, as this will further emphasize the eye. Highlighting the eyebrow bone, with a pastel white, pink, or grey, will lessen the effect of deep-set eyes.

3. Eye Liner

The next step is to apply the eyeliner in a thin line from the inner to the outer corner of the upper eyelashes, using a pencil or small brush in preference to a liquid eyeliner. Smudging of the eyeliner adds the natural effect, eliminating defined edges. It is generally not a good idea to line the lower lashes, as this tends to give the eyes an owlish appearance, making them seem smaller.

4. Curling Lashes & Applying Mascara

If your lashes are short, you may consider using a lash curler before applying mascara. In general, two coats of mascara are used, waiting four to five minutes for each application to dry. Using a brush or wand, distribute the mascara evenly from roots to ends. A lash comb may be used to remove any clumps that are left.

5. Eye Pencil

The final step is to define and fill in your eyebrows, with a slightly dull eye pencil. Eyebrows can be brushed or combed, as well, into a natural shape.

This is on how to put on smoky, sultry eyeliner:

Step 1
The type of eyeliner you use will make a big difference to the ease of application and the finish. Soft, khol pencils are easier to use than liquid eyeliners and look more natural, so choose carefully.

Step 2

A good tip is to use a compact mirror. Hold it your chest and look down as this makes the area look bigger.

Step 3

Think about drawing the line on the lashes rather than the lid itself. You’ll find it easier plus you’ll avoid a big gap between the lid and lashes.

Step 4

Place the end of the pencil at the inner corner of your eye and hold the skin taught. Now gently sweep the pencil in a smooth stroke across the natural lash line. This will take a bit of practice but you should avoid doing the line in two steps to avoid a big blob of a join in the middle. If you’ve got a shaky hand then try resting your elbow on the table to steady it.

Step 5

If you want to line your lower lashes then don’t line the inner rim of your eye. You’ll end up poking your eye and it will absolutely awful into the bargain. Simply repeat step four as above, concentrating on the natural lash line.

Step 6

Until you become an expert, the chances are that the end result will be less than perfect. However, you can use a cotton bud to gently smudge the liner to avoid a harsh line and give you this season’s smoky, sultry look.

No pro here but with a light complection you would have to stay away from dark shades unless you want to look like you're dressed for halloween. Go ask someone at the cosmetic counter at any store or contact an expert.

I wear make up every day and I would have to say that less is more. Find a key point to focus on like for say your eyes. Then bulid with it. You don't say what color your eyes are. Certain color look better with certain eye colors. If you have brown eyes go with more gold tones. They make you look less tired and worn out. Plus can bright you face. Best secret is to stay out of the sun and to use lotion that is right for your skin type. I found that I love True Match make ups. If you still have troubles you could go to a professional to assist.

I found this site it has some fun ideas, plus step by step direction.
Although the look is a bit extreme fun tips are fun to experiment with. Another Idea would try a visit to the Merle Norman counter at the mall and ask for a sample makeover.....to try that site...click:

You sound a lot like me when I had brown hair! I tend to focus on my good points, like I like my eyes a lot more than my mouth so I will wear a bit of eyeliner and a nice sparkly brown/beige eyeshadow, and also some nice brown/black mascara that plumps us my lashes, and a little bit of bronzer on my cheeks to enhance my freckels, and then just a coat of clear gloss on my lips. If you do both eyes and lips then you look overdone. Just pick one and go for it!
