Headlamps last changed in 2004. What is meant by 'headlamp relay'?

It is just possible that both low-beam filaments have burned out. I notice the car is '93; when did you last change them?

Is there a headlamp relay? If there is, it could be the problem.

Sounds like the bulbs. However you may want to check the ground.

Its either the bulbs themselves or the switch that turns them on.

I had same problem and it was the switch on the sterring colomun that was bad.
