The word "perky" comes to mind. Or stare just like guys do at larger breasts. Even though we women pretend to be annoyed when men stare at our breasts, secretly we're flattered. If you're close enough to the girl , tell her how MUCH you're turned on by small breasts.

You can "compliment" her by keeping your mouth shut !!!
This is not something that you say to a girl.
The only time a man should mention a woman's breasts is when you are having a sexual encounter, or did previously, and then you just tell her, that you think they are beautiful, and all you want or need.

hey well thats good im a small to med. cup and i would love a guy to not say anything about size just show that you care for them and not think of breast all the time unless they like it. have a good one

You need not refer to the size of the person. You can be polite and complimentary being always commenting on how she is so perfectly proportioned and looks so good in every outfit she wears.
