Assuming you already know how to read music, know basic music theory, music composition software makes it really easy. I use Finale (as do many writers), it makes putting compositions into clean sheet-music a breeze.

If you don't know how to read music, the easiest way is to actually learn an instrument. Take some beginner piano lessons to help you learn basic music theory, and how to build chords. Knowing how to play an instrument also helps you to figure out the sound you want before you put it into the Finale program (but you can play the composition in Finale as well, I just don't think it captures it quite like an instrument).

Check your library for books on teh subject. The ability to read music and play at least one instrument would help, I suppose.
